White Paper on Local Government

Adopted in 1998, this policy document sets out the framework for building South Africa’s post-apartheid local government system. It addresses the political and administrative organisation of municipalities, local democracy, community participation, municipal finance, service delivery, infrastructure, planning and the role of municipalities in improving social and economic conditions. It is particularly useful for understanding why South African municipalities are structured and expected to operate as they do, and how the idea of developmental local government became part of the country’s governance framework
