The Skills Development Act 97 of 1998 establishes the institutional framework for developing and improving the skills of South Africa’s workforce. It provides for national, sector and workplace skills strategies, learnerships leading to recognized occupational qualifications, the National Skills Fund and a levy-financing system for skills development. It also provides for employment services and institutions involved in skills development. The Act has been amended by several later laws, including the Skills Development Amendment Acts of 2003, 2008 and 2011, the Higher Education Laws Amendment Act 26 of 2010, and the Employment Services Act 4 of 2014.
