Rwanda Law No. 056/2024 of 26 June 2024 Establishing Tax on Minerals

This law establishes Rwanda's tax framework for minerals produced in Rwandan mines. It sets mining royalty rates for categories including base metals, gemstones, platinum group metals, rare earth elements, energy minerals and gold, and imposes additional export taxes on minerals exported in raw form. The law also regulates tax withholding, declaration and payment, specifies certain exemptions, sets rules for determining mineral grade and value, and includes provisions addressing sales to affiliated companies and tax avoidance arrangements. The law was adopted by Parliament, with the Chamber of Deputies sitting on 24 May 2024, and was promulgated by the President before publication in the Official Gazette Special of 5 July 2024.
