The Broad-Based Black Economic Empowerment Act 53 of 2003 establishes the legislative framework for promoting black economic empowerment in South Africa. It empowers the Minister to issue codes of good practice and publish transformation charters and establishes the Black Economic Empowerment Advisory Council. The Act forms part of the country's legal framework for addressing economic inequality and increasing participation in the economy. It was amended by the Broad-Based Black Economic Empowerment Amendment Act 46 of 2013.
